[IMP] accounting: add new version of doc about taxes (#703)

- brand new content for the taxes doc (including new content previously explained in tax_included.rst)
- tax_included.rst is merged into taxes.rst
- redirections

  - create -> taxes
  - tax_included -> taxes

...
